Territory: Includes the state of Veracruz, from the Tecolutla River to the north of the state, bordering the states of Tamaulipas and San Luis Potosi, except for the municipalities of Huayacocotla, Texcatepec, Zontecomatlan de Lopez y Fuentes, Zacoalpan and Ilamatlan; the state of Puebla (the municipalities of Francisco Z. Mena, Xicotepec de Juarez, Huauchinango, Pantepec, Venustiano Carranza, Jalpan, Naupan, Pahuatlan, Tlacuilotepec, Juan Galindo, Zihuateutla, and Tlaola; the state of Hidalgo (the municipalities of Atlapexco, Huautla, Huazalingo, Huejutla de los Reyes, Jaltocan, San Felipe Orizatlan, Xochiatipan, Yahualica), Tlanchinol, and Calnali.
